Introduction:
Government facilities registered high levels in energy consumption (electricity-fuel), which pushes towards reducing this consumption rate in order to achieve good savings that could be directed to development aspects beneficial to the citizen and the nation. Therefore, five Royal Orders were issued, all emphasizing the importance of improving energy efficiency in the government facilities.

The royal orders
Requiring government entities to:
- Comply with EE specifications upon developing project conditions and use the most efficient devices.
- Comply the requirements of the Saudi Building Code (section 601) when designing its new buildings, and request high-efficiency equipment within the requirements of new projects.
- Improve the efficiency of electricity consumption in the existing buildings through many procedures.
- Provide SEEC with energy consumption data.
- Coordinate with SEEC to develop and implement awareness programs to its staff.

Government Entities shall provide SEEC the following:
- Data related to its buildings and energy consumption.
- Semi-annual reports on progress regarding improving EE and its future plans in this field.
- SEEC, in coordination with Expenditure & Projects Efficiency Authority “EXPRO”, shall submit the necessary reports of electricity consumption in government agencies on a semi-annual basis.

• (First) Government entities shall be obliged to coordinate with SEEC to:
- Provide SEEC with an action plan clarifying the mechanism used to improve its fuel efficiency to achieve energy efficiency.
- Comply with the requirements and standards set by SEEC to achieve fuel efficiency, The government entities shall strictly adhere to the standards of improving energy when purchasing new devices, equipment and vehicles.

Government entities shall organize a teamwork concerned with energy rationalization at government entities. This team shall be in contact with entity’s senior official - or his/her representative – who shall:
- Follow up and ensure the implementation of decisions and orders related to the rationalization of energy consumption (including fuel and electricity).
- Determine the energy consumption levels and develop an action plan which shall identify the rationalization opportunities.
- Provide SEEC with the required data related to the rationalization of energy consumption, and implementing standards and programs issued hereby.

All ministries, government bodies, and affiliated or associated entities shall comply with provisions of Orders No. (5604) and (53324).
To enforce the Royal Orders, SEEC sought to enable government entities to improve the energy-efficient consumption in all their facilities and headquarters. The SEEC provided these entities with means of assistance to achieve this by holding technical workshops with specialists in the EE teams of these entities, and provided them with the necessary forms and guidelines. In addition, SEEC provided the support necessary to implement the awareness programs and activities in order to spread awareness among its employees about the importance of EE rationalization, as well as the training programs for the employees of government entities in order to raise their competencies in the fields of energy efficiency through the following:
Technical Side:
- Holding workshops for energy management teams to identify the tasks and responsibilities to enforce the Royal Orders.
- Providing permanent technical consultancy to achieve the desired results and objectives in improving energy efficiency.
- Developing energy performance labels to motivate the EE Teamwork in entities.
- Furnishing government entities with standards, manuals and assistance programs, such as:
Awareness Side:
- Implementation of the guideline for the application of awareness programs and activities.
- Developing an annual plan for awareness programs and provide entities with them.
- Holding basic workshops with representatives of the entities to discuss improving the EE awareness.
- Holding awareness workshops with government employees.
- Holding awareness workshops with the heads of energy efficiency teams.
- Designing, producing and sending awareness materials to the entities’ representatives over the year.
- Continuous coordination with the representatives of government entities, and responding to inquiries related to the awareness programs
- Developing semi-annual reports.
- Developing energy performance label for each government entity.
- Developing final reports.
Training Side:
- Holding training programs in energy efficiency fields, to qualify young staff and enhance their performance level.
- Approving vocational training programs and certification bodies for training in energy efficiency fields.
- Enhancing the efficiency of government entries’ employees to adhere to the periodic and preventive maintenance to contribute to raising the EE consumption in government premises.
