PROGRAM'S WORKING FIELDS

Currently, the program is establishing initiatives for the most important three sectors, which its consumption represents more than 90% of the total local energy consumption, i.e. construction, land transportation, and Industry sectors. Construction sector: the program studied the best international practices to specify the standards which provide best energy efficiency in air conditioning, thermal insulation materials, lighting, and home appliances. The program develops new systems and mechanisms to monitor air conditions and insulation materials whether imported or manufactured in Saudi Arabia, to ensure compliance with the Saudi metrics and specifications. As far as the Saudi cod concerned, the program, in coordination with the National building Code Committee updates and simplifies the standardized criteria and procedures mentioned in the code which related energy efficiency, in addition to setting mechanism that guarantee implementing the code. The program is developing initiatives for the new buildings, starting with the unites being developed by governmental financing (Ministry of Housing: half million unit, Aramco: 7000 units, SABIC: 4000 unit), and the new governmental buildings, including mosques, schools, and hospitals, and reaching the private buildings not being constructed yet, to ensure compliance with program’s objectives, and to be a role model for the people. In regard to the existing buildings, the program will execute some projects to modify some of the existing governmental buildings, and launch a lead to encourage people to modify their houses, and use high energy efficiency appliances to rationalize and enhance energy consumption efficiency. Industry sector: the program works on increasing energy consumption efficiency in steel, cement, petrochemicals industries in the first phase (as they consume more than 80% of industry sector energy consumption). The remaining industries will be covered in next phases. In regard to the established industries, quantitative objective shall be defined to enhance energy consumption efficiency in specified period, based upon the current efficiency level of the meant productions. This shall be done in accordance with the former international levels and expertise, taking into consideration providing mechanisms to enable the factories to reach this objective with intact competitiveness. As far as the new factories concerned, the team is working on establishing standardized criteria for energy consumption efficiency in steel, cement, and petrochemicals industries as an essential provision to establish new projects, to ensure compatibility of these factories with the international standards. Moreover, new Saudi specifications shall be established for energy consumption efficiency for the common equipment of various industries, such as engines, cauldron/ boilers, in compliance with the international specifications. Land transportation sector: the program defines the requirements of selling the new passenger transporter in the local market, including obliging vehicle suppliers to provide information on vehicle’s fuel consumption, creating national database, and asking the governmental organization to buy fuel efficient vehicles to be an example to follow. In addition, a program will be set to accelerate replacing the old vehicle with new more competent ones. As far as the new vehicles concerned, the efficient standards of vehicle’s fuel consumption shall be imposed on all new passenger transporters, in addition to studying the possibility of establishing a reward and punishment system to encourage the consumers to choose more competent cars. For heavy trucks, the program shall set standards to modify the current heavy trucks, eliminating the old ones, and defining specified technical requirements for the new trucks.
